Noise map
Require a public acoustic propagation map before approval, showing homes affected under peak operations and generator testing.
Stricter limits
Use lower day/night limits near homes and add tonal, impulsive, and low-frequency penalties.
Generators
Emergency generators and testing should be included in the limits. Emergency use should not become a loophole.
Verification
Require post-operation nighttime testing, full-load generator sound tests, and enforceable CUP suspension/revocation.
