CLOSED-LOOP ONLY • NO WASTEWATER LOOPHOLES • PUBLIC INFRASTRUCTURE IS NOT A DATA CENTER HEAT SINK

Outstanding City Council agenda

This is the issue scaffold for SaveChesapeakeCity.org. It does not list candidates yet. It frames what candidates should be asked to do.

1. Data centers

Closed-loop cooling, zero cooling-water discharge, no build-by-right loopholes, strict noise limits, generator controls, public maps, applicant-paid infrastructure.

Candidate-accountability rule

The site should track what each candidate does, not just what they say. Voting records, public comments, responses, attendance, donations, and stated positions belong on the candidate pages when ready.
