Outstanding City Council agenda
This is the issue scaffold for SaveChesapeakeCity.org. It does not list candidates yet. It frames what candidates should be asked to do.
1. Data centers
Closed-loop cooling, zero cooling-water discharge, no build-by-right loopholes, strict noise limits, generator controls, public maps, applicant-paid infrastructure.
2. Energy choice
Protect the right to produce power locally, explore lawful microgrids, reduce dependence on monopoly utility fees, and allow safe grid disconnection where feasible.
3. Tax reform
Shift toward a tax structure that protects residents, funds schools, and stops under-taxing high-value commercial property compared with ordinary homes.
4. CPS funding + accountability
Increase CPS funding, improve teacher pay, protect neighborhood schools, require real analysis before closures, and publish public-facing decision support.
5. Water + resilience
Protect aquifers, waterways, wastewater capacity, and stormwater infrastructure. Treat land sinking as a budget and infrastructure issue.
6. Public records
Build a public evidence repository so residents can see the actual documents, emails, maps, budgets, agendas, and decision points.
Candidate-accountability rule
The site should track what each candidate does, not just what they say. Voting records, public comments, responses, attendance, donations, and stated positions belong on the candidate pages when ready.
