The ordinance should apply to every data center in Chesapeake, including any site shown on a map as buildable by right.
Planning Commission message: Citizens stayed well past 10 p.m. because they were speaking about all data centers in Chesapeake, not just some data centers in Chesapeake.
Do not create a citywide debate, take public time, and then let a mapped carveout skip the basic standards.
Minimum standard
- Every data center must comply with water, wastewater, noise, generator, grid, and siting standards.
- No exception for build-by-right mapped sites.
- No grandfathering for future expansions or cooling-system changes.
